To govern its operations, COTREP drew up a charter that has been signed by the managers of the three constituent entities.

Two orientations:

• Building up a knowledge base for manufacturers' use (General Notices)
• Assessing the recyclability of a packaging product or component through a Technical Notice at manufacturer's request.
